MINUTES OF THE PUBLIC MEETING OF DECEMBER 9TH, 2005

Called to Order at 11:05 AM under M.G.L. Chapter 131, s.40 and the Hanson By-Law 1-13, s.5. by Philip Lindquist, Chairman, in Meeting Room A at the Town Hall.

Public Hearings

11:00 AM  Notice of Intent for the installation of a well and a septic repair at 20 Fallon Point Road, Assessors Map 69, Lot 6A for Martha Popoloski represented by Webby Engineering, 180 County Road, Plympton, MA  (New Hearing)  (DEP #SE175-485)

Dave read the public hearing notice and the abutters were verified.  Steve Kotowski of Webby Engineering made the presentation for a proposal of a septic repair and associated work related to the project.   The property sits on Oldham Pond of which the top of bank was delineated as the resource area.  The proposal included the relocation of a well necessary for the septic upgrade as well as the relocation of the driveway.  Mr. Kotowski commented that the slurry from the installation of the new well shall be disposed of offsite.  Ms. Delaney suggested that a variance request for a waiver from the 50-foot no build setback should be submitted with an explanation for the location of the well.  An abutter, Mr. Mahoney, had called the office with concerns and was to submit comments via e-mail.  The comments had not arrived at the time of the hearing.

11:15 AM Notice of Intent for the construction of a single family house, garage, driveway and associated site grading within 100 feet of a bordering vegetated wetland at 293 Maquan St., Assessors map 70, Lot 24 for Preston Ripley represented by Grady Consulting, LLC, 6 Grays Beach Road, Kingston, MA  (New Hearing)  (DEP #SE175-484)

Dave Harris read the public hearing notice and the abutters were verified.  Rick Grady presented a revised plan dated December 9th, 2005 with the Riverfront area added.  Ms. Delaney had inspected and confirmed the wetlands are offsite.  The proposal calls for the removal of the existing dwelling, shed and cesspool and the construction of a new single-family dwelling, septic and detached garage with driveway.  The tree-line at the 50-foot buffer zone is to remain in its natural state and the applicant had

proposed to clean up the area.  Mr. Lindquist inquired of roof drainage.  Ms. Delaney suggested drywells and to refrain from stockpiling in the buffer zone.

11:30 AM Continued Notice of Intent for the proposed construction of a garage addition to a single family house and expansion of driveway within 100 feet of a bordering vegetated wetland and the Riverfront Area of Indian Head Brook at 265 Indian Head St., Assessors Map 47, Lot 7A for Susan Mills represented by Land Planning, Inc., 1115 Main St., Hanson, MA  (DEP #175 -0483)

Susan Mills presented a revised plan dated December 6th, 2005 that showed erosion control detail, three (3) permanent setback markers and a revised mitigation area.  The mitigation narrative shall be revised to say that a professional botanist shall submit a planting schedule for the Commission’s review.

Discussions

Letter from John McEwan with attachments related to temporary drainage and flooding issues  (DEP #SE175-388) -  The Board reviewed and discussed.  It was decided that a letter be sent to John McEwan to approve of  Drainage/runoff protection in the lower fields that will temporarily improve the drainage problems on Franklin Street.

61 Ocean Ave/dewatering plan (DEP #SE175-0453) -  Mr. Nicoletta had submitted a hand drawing of his dewatering plan for the Commission’s approval.  The Commission decided to table this issue and bring it up again at the December 20th Meeting.

Dunham Farms Memo 12/20/05 ZBA hearing affordable to market price.

The Commission reviewed a draft memo that Ms. Delaney had prepared.   The Commission added an amendment that specified that the applicant/owner should be required to adhere to all the waivers that had been granted previously.

FY07 Budget – 12/30/05 deadline – No comments.  This was just for informational purposes.

Hanson AA – ZBA Comments Baseball Camp Cabins – The Commission thought that the drawing did not have adequate detail information of the extent of the wetlands.
                
Meeting Schedule –  Tuesday, December 20th, 2005 Meeting.  The Board decided to meet at 10AM.
